Who says, President Buhari agrees to LG, and State Police?

Presidential Spokesperson Garba Shehu after President Buhari's speech about State police,refutes that the president is yet to put on paper anything about state police. Office of Nigeria president Monday evening disagree from reports that President Buhari approved the implementation of state and local government policing across the federation.
Presidential spokesman Gerba Shehu refuted the reports in a statement.
“Until a paper is produced, it will be unnecessary  to suggest that the recommendations contained in the report have been approved by the President in part or whole,” Shehu said., 
So, does that mean, the President did not mean what he says? Or there is a cover up somewhere? There is no state policing yet.

The Nigeria Football Federation (NFF) is not taking chances to make sure the Super Eagles enjoy a smooth World Cup campaign in Russia in June. Towards achieving this, reports has it that the federation is now ready to pay the players the $2.8 million World Cup qualification bonus from FIFA, Wow. According to a top source in the NFF, the federation was already in possession of the grant and are ready to fulfill its agreement with the players before the trip to Russia. “Right now, we are ready to pay the players the qualification bonus.
